Richard Hallisey, 84 of Panama City, passed away August 5, 2019 in Milton, FL. Richard was born October 22, 1934 in Ocean City, NJ to Andrew and Anne (Quigley) Hallisey and moved to Panama City in 1993. Richard was a Boy Scout volunteer for over twenty-five years and received the Silver Beaver Award. . He is a United States Army Veteran and was a volunteer firefighter in the Marlboro area. Richard was an electrician by trade and owned his own electric company until his retirement in 1993. Richard was also civically minded and volunteered for over 45 years with the National Red Cross where he handled all logistics. He worked every national disaster since 1974 and received every award and citation that the Red Cross could give a volunteer. Richard was also a member of St. Bernadette Catholic Church. He is preceded in death by his wife, Barbara; a son, Richey Hallisey; a daughter, Kimberly Hallisey and siblings, Donald and John Hallisey and Mary Ellen Afflito. Richard is survived by his sons, Phillip (Shari) Hallisey of York, NE and David (Kenneth) Hallisey of St. Louis, MO; his siblings, Patricia Kopp and Gerald Hallisey both of New Jersey; his sister-in-law, Helen Valante of Panama City; his nephew, Mark Valante of Santa Rosa Beach, FL and his two granddaughters, Kimberly and Christina. Friends will be received 1-2 pm Friday at St. Bernadette Catholic Church where a Mass of Christian Burial will be Celebrated that afternoon at 2pm. Interment will be held in Oakdale Cemetery in West Boylston, MA. Kent-Forest Law
